(20)(a) Each local school board that employs school district police officers on a full-time,
permanent basis shall submit a report by August 31, 2006, to the Law Enforcement and Criminal
Justice Interim Committee and the Education Interim Committee evaluating the cost effectiveness of
that practice.
(b) The report shall compare the costs of employing school district police officers with other
methods of providing for the safety and security of students, school personnel, and school property,
including:
(i) coordinating with local law enforcement agencies; or
(ii) contracting with local law enforcement agencies.
(c) The report shall evaluate the effectiveness of employing school district police officers,
including response times, and the expected effectiveness of the other methods of providing for school
safety and security.
(d) A local school board shall consult with each local law enforcement agency having jurisdiction
within the school district in preparing the report.
