Representative Aagard called the meeting to order at 9:06 a.m. Committee members introduced
themselves.
H.B. 211 Background Checks for Division of Services for People with Disabilities
(Rep. R. Lockhart)
Rep. Lockhart introduced H.B. 211 and explained it to the committee.
Spoke in favor of the bill: Joyce Dolcort, Advocates for the Rights of Citizens (ARC of Utah)
MOTION: Rep. Biskupski moved to pass H.B. 211 out favorably. The motion passed
unanimously with Rep. McIff and Rep. Wheatley absent for the vote.
H.B. 45 Comparative Negligence Amendments (Rep. S. Wyatt)
Rep. Wyatt introduced H.B. 45 and explained it to the committee, assisted by Jim Jardine,
attorney, Ray Quinney & Nebeker.
Spoke in favor of the bill: Stephen Traynor, State Farm Insurance
Robin Riggs, Counsel, Salt Lake Chamber of Commerce
Spoke in opposition to the bill: Charles Thronson, Utah Trial Lawyers Association
Jim Morton, attorney, Eisenberg Gilchrist & Morton
MOTION: Rep. Fowlke moved to table the bill. The motion failed with Rep. Johnson, Rep.
McGee, Rep. McIff, and Rep. Fowlke voting in favor of the motion.
MOTION: Rep. Biskupski moved to pass the bill out favorably. The motion passed with
Rep. Johnson, Rep. McGee, Rep. McIff, and Rep. Fowlke voting in opposition to
the motion.
MOTION: Rep. Allen moved to adjourn the meeting. The motion passed unanimously
Rep. Aagard adjourned the meeting at 10:03 a.m.
