Rep. Wyatt called the meeting to order at 8:15 a.m.

H.B. 69    County and Municipal Land Use Provisions Regarding Schools (Rep. L. Wiley)

Rep. Wiley introduced and explained the bill to the Committee.

MOTION:    Rep. Seelig moved to adopt 2nd Substitute H.B. 69. The motion passed unanimously, with Rep. Becker, Rep. Buxton, Rep. Dunnigan, Rep. Gibson, and Rep. Urquhart absent for the vote.

Spoke to the bill:    Gary Crane, Layton City Attorney
        Scott Marsell, Sandy City Building Officials
        Steven Peterson, Executive Director, Superintendants Association
        Robert Franson, Assistant Director, Division of Facilities Construction                Management

MOTION:    Rep. Allen moved that the Committee recommend 2nd Substitute H. B. 69 favorably. The motion passed unanimously, with Rep.Buxton, Rep. Dunnigan, and Rep. Urquhart absent for the vote.

H.B. 200    Standardizing Documents Filed with County Recorder (Rep. C. Frank)

Rep. Frank introduced and explained the bill to the Committee , with the help of Gary Ott, Salt Lake County Recorder.

Spoke to the bill:    Brent Gardner, Utah Association of Counties


MOTION:    Rep. Shurtliff moved that the Committee recommend H.B. 200 favorably. The motion passed unanimously, with Rep. Buxton and Rep. Dunnigan absent for the vote.

Rep. Wyatt relinquished the Chair to Rep. Hunsaker.

H.B. 206    County Jail - Work Release Process Amendments (Rep. S. Wyatt)

Rep. Wyatt introduced and explained the bill to the Committee, with the help of Reed Richards, Utah Sheriffs Association.

MOTION:    Rep. Wyatt moved to amend H.B. 206 as follows:

1.    Page 2, Line 30 :    

             30          When an inmate is
{   committed for incarceration   }        incarcerated       in a county jail or in a detention facility,

             44          (1) Any person
{   sentenced to a term   }        incarcerated       in any city or county jail may, [pursuant to order of

The motion to amend passed unanimously, with Rep. Buxton and Rep. Dunnigan absent for the vote.

MOTION:    Rep. Gibson moved that the Committee recommend H.B. 206 favorably as amended. The motion passed unanimously, with Rep. Buxton and Rep. Dunnigan absent for the vote.

MOTION:    Rep. Shurtliff moved to approve the minutes of January 16, 2007. The motion passed unanimously, with Rep. Buxton and Dunnigan absent for the vote.

MOTION:    Rep. Gibson moved to adjourn the meeting. The vote was unanimous. Rep. Hunsaker adjourned the meeting at 9:35 a.m.
