(b) The Transportation Interim Committee of the Legislature shall, prior to
November 30, 2009:
(i) study the increase or decrease in safety belt usage within the last three years;
and
(ii) make recommendations on the effectiveness of primary enforcement of
Subsection (1)(a) or (2).
Section 2. 63-55-107 is enacted to read:
63-55-107. Primary safety belt enforcement study.
The Transportation Interim Committee of the Legislature shall, prior to
November 30, 2009, study safety belt usage in accordance with Subsection 41-6a-
1803(4)(b).
MOTION: Sen. Killpack moved to adopt the amendments.
The motion passed unanimously with Sen. Mayne absent for the vote.

the bill and handouts were distributed.
MOTION: Sen. Dmitrich moved to pass the bill out favorably as amended.
The motion passed with Sens. Killpack and Jenkins voting in opposition.
4. S.B. 120 Vehicle Towing Requirements (B. Goodfellow)
Sen. Goodfellow explained the bill and a handout was distributed.
Nicole Cottle, attorney, West Valley City; Rick Walker, owner, Associated Towing, Utah
Professional Towing Association; Wayne Jones, Executive Director, Independent Auto
Dealers Association; David Spatafore, Capstone Strategies, Utah Chiefs of Police
Association; and Richard Bullock, owner Bullocks Towing, spoke to the bill.
MOTION: Senator Mayne moved to pass the bill out favorably.
The motion failed with Sens. Walker and Mayne voting in favor, Sens. Jenkins and
VanTassell voting in opposition, and Sens. Killpack and Dmitrich absent for the vote.
MOTION: Sen. Jenkins moved to adjourn.
The motion passed unanimously at 9:55 a.m. with Sens. Killpack and Mayne absent for the
vote.
